Power is used to determine how "strong" something is if memory serves me correctly.

Skua Scrolls for instance have a power level of 250 (or 255).

Also, Earls walking fast. Id always assumed it was related to AGI base however sure. I think it might be a speed table thing thats hardcoded.

The power of an item also affects how much mod ID you need to ID the item and how much repair you need to repair it (if it can be repaired).

The higher the power, the harder the item is to ID and repair.

Does the power stat contribute to combat in anyway ?

Walking speed is actually increased by Str. From what I've heard in the code each item, I believe it is worn items, has a weight. Strength is the stat that determines how fast you lose the endurance and how fast you move. Whether this is still true or not is another question.

I have never looked up what drives speed.

Power has two effects that I know of:
1) The Mod ID spell level required to identify an item
2) For spells, the power of the spell cast

Having said that, the spell scrolls also have the same value in Data[1] so without looking up the driver codes I can not tell which is actually doing the spell power stuff.
